The name is correctly Fargesia sp. 'Dracocephala White Dragon'.
It grows to 8' tall and is hardy to -5F, USDA Z6b. The habit is graceful and fountainlike. Unlike most bamboos, it forms a tight clump and does not run.
The variegation is not completely stable, and reversions need to be monitored and pruned out as they occur.
