NWFS says must move it inside to an unheated space to overwinter that way. If you want to overwinter outside QE needs to be in ground and well mulched. QE is rated Hardy, (but not "Very Hardy") zones 7-9. If the temp drops below freezing, add more mulch. Personally, I plan to protect with Reemay wrap if it drops to 25 F. Rarely happens in zone 8.
Also, this fuschia is extremely easy to start from cuttings. I plan to take a couple of those before frost just for insurance. (no pruning after frost!) I do like this plant!
