I did add a la...Read Moreyer of mulch but we had a unusually dry winter in Sonoma County, and I seldom watered it. It is now growing noticeably, but is still very small with no buds. If it takes off it will earn a very positive rating, but it's too early to tell in May. I am very happy with how little water it has required. It will get limited but regular water this coming summer.
BTW, I'm pretty sure it is evergreen in a California zone 9.
