Leaf and twig gall in pecans

Does anyone know the critter that causes galls on leaves and twigs of pecan trees?
I have one tree that is covered with galls. Interestingly it is less than 50 feet from another pecan that has no evidence of the disease. I'd like to know the pest and how to control it.
