I just found 2 packets of Hollyhock seeds that were sent to me. Is it to late to plant them this year? If so should I wait till fall and then just drop them as if they had been seeded naturally or what?

No it's not too late if they are Alcea's as they bloom the second year. The Malva's bloom the first year and I don't think it's too late for them either. Both are perennial.
