Red & Black beetle on barious perennials that couses virus like burning damage?

I do not know of any beetle that causes such damage - are you certain that they are beetles? Check out the information on the harlequin bug (Murgantia histrionica) at http://tinyurl.com/myatqs to see if this is what you might have.
I don't know if it's related to any virus, but seed bugs and boxelder bugs are common red and black insects in gardens. They look kind of beetle-like:
