I rooted several burgs in water over the winter-----placed them in small pots in March-----and now I have lots and lots of thirsty and hungry plants. Slowly, I am giving them away to friends--------but a few are for me. My question is------I have one that is 2 feet tall and has 9 buds hanging on it. Should I put it in the garden now? Or should I nurse it along until it has bloomed? Several of the others have buds----but none have this many. I can't wait to see what it it--------as I don't keep very good records.

If you're careful not to disturb the roots, you can plant it now especially if the plant has already been acclimated to to the same conditions she will be receiving after she is planted. Brugs are a hungry bunch!
Do you think that 9 buds on a 2 foot tall brug is unusual? I have never seen it------and just dying to see them open.

No, it not that unusual. It just shows you've been a good mom! Your cutting had to have come from above the "Y". Those cuttings behave as if they are still attached to the mother plant and continue to produce blooms.
