I am just starting in with some Plumerias and have had them for about 2 years I am going to send some pictures and the first one has leaves growing from the bottom of the plant I have no idea what they are and wonder if that is part of the plant and the next few I send will look like they need water put I have been giving water and fertilizer as they have been doormat can anyone tell me what i need to get them to bloom or if they will grow

THe leaves coming up from the ground don't look like plumeria leaves to me --probably just a "volunteer" of some sort.
Others look like they're OK, just on different schedules, maybe had different amounts of nutrients, temperature or sunlight --or just being contrary. Check if they are fairly "tight" in the soil. If they wobble back and forth, or have any up/down freedom, that would indicate they are not well rooted. In that case, you ought to lay the pots on their side and gently slide the soil and all out, gingerly remove soil from the plant, and make an assessment. If there's not a good solid ball of soil held together by roots, cut the plant an inch above the soil line, and treat as a fresh cutting (see stickies).
If they seem well rooted, give them a good feeding, monitor soil moisture and put in a warmer spot, with good sun. They should like that and respond accordingly. This would go for all the plants, including the one pushing leaves already.
