Not receiving an email

"Delivery to the following recipient failed permanently:

myemail@comast.net

Technical details of permanent failure:
The recipient server did not accept our requests to connect.
[comast.net (1): Connection refused]"

The above message is delivered to a friend who has attempted to send me an email. This message accompanies her returned email message. Does this give you a hint as to the problem?
