My Plumie has come out of dormancy...strangely!
Instead of growing leaves from the tip it had created 4 branches. Now that it's growing leaves, which is good, does this mean that it won't bloom? And what do I do with all of these branches?

Plumerias flower from the branch tips, so eventually you will/should get flowers from all four of the new tips. and each time it flowers, it will most likely branch again at the point where the inflo attatches to the plant giving you even more chances for flowers.

They grow new branches when the tips gets hit with the cold tips go first. They recover in no time and you have extra tips.
