I bought the Costco tulips that grow in the jars. They're done blooming and I'm planting them in pots. I cut the flowers off. Do I leave the leaves on them? or cut down close to the bulb for potting?

Leave the leaves, they'll provide energy for the bulb. They will die back on their own when they're finished. You can plant them in the ground too.
