In reading the information on preparing bales it refers to using 1/2 cup then 1/4 cup of 34-0-0 or bloodmeal, is this the standard cup measurment of 8 oz.?

Yep, 8 oz will be a cup, but it's definitely not an exact science so you don't have to be too precise.
And, I have no idea who first came up with the pre-treatment recipe or how they established the amounts, but it seems to do the job.
If you use Blood Meal, I'd recommend 1 cup/bale every other day starting on about day 3 or 4. I haven't used any Blood Meal, but this is what another bale gardener used and it seemed to work well.
Blood Meal, as you can see, isn't as strong as the ammonium nitrate/sulphate.
