I read about this technique for starting potatoes, and I had some fingerlings from last year that were sprouting away when it was too frozen outside to plant them, so I gave it a try.
All you do is snap off a sprout and stick it into some rooting medium. I used vermiculite.
I'll see later on if this gives them a head start, but so far it doesn't seem to be. The sprouts are growing, but not very rapidly yet.
I think the advantage might be in getting more potato plants per seed potato.
