Turtles: Are they "legal"?

We have a pond going in out back. Nothing huge, 100 gallons but still a pond with a small waterfall. I'd like to have a small turtle or 2 but seems like I read somewhere a long time ago that people should not have them. I wasn't going to keep them as "pets" per se but would like them to have my pond area as their home.
