CLOSED: Red Tailed Hawk?

A friend of mine in Texas took this and is wondering if it's a Red-tailed Hawk. Darn good guess, I'd say, but I'm terrible at ID'ing hawks.

Note the dark patagial marks (black bands on the leading edge of the underwings between shoulder and "elbow") - they are a good fieldmark for red-tailed hawks in lighter phase plumages.
