Help Needed with suggestions on what type of garden.

Hi All,
My darling Sheila passed away from cancer at 2 1/2, yes young for a dog.

I bought her home and have started the garden on top of where she has been buried.

I do not know weather to put a cacti/succulent plant garden on top or a normal garden on top.

We are on water restrictions and if you have any idea's, please share with me.
