I have a patch of the jeruselum sage and it's not bloomed yet, will be three years old this spring. It's tripled in size, I really need to dig out the plastic around it so it can spread more. But I sure wish it would bloom,

no, There's never been anything to cut down, no flower stalks on it ever. kind of strange.
Someone from your zone is probably a better judge than me but phlomis does best in zones 1-4. I would try cutting the plant right down to the ground this fall if it doesn't flower for you this summer.
I'm really frustrated with that plant, I want to see those beautiful flowers LOL
