Could everyone go to the Garden Pests and Diseases and look at the thread "What is it?" and tell me what they think? I'm found this stuff all over my yard, it happens when it rains and it gets chilly outside and you only see it in the mornings. It's all over the lawn and I don't have a clue what it is and it has me a bit concerned.

could you link us
I was trying to make it larger; so you could see the indentation in it; but, since I made it smaller it won't work.
Joy I have that stuff too after rains and my grandmammy always just called it "snake spit".....I have no idea what it is but it's never harmed any of my plants.......even when it appeared at the base of them.
toxic waste? . . . are you near a nuke facility
fiddle: I'm close to Eglin Air Force Base and Hurlburt Field. Matter of fact; they train the Air Borne Rangers here, it used to be all woods. LOL I had some dead tree stumps here when I first bought the place and had terminex come out, they were infested with Termites, they treated my entire place for them and now I have a contract with them where they pay for any damage the termite might do. I in turn, cut down 6 trees and had them treated with weed killer and then later on, treated them with stump remover, I will be pouring kerosene on them and lighting them here in about 3 more weeks or so as I want to plant a Royal Empress and a Muskogee Crape Myrtle and put in a few flower beds. I want to make sure it is safe first.

Joy, just kidding about the toxic waste ...
that stuff really looks like cotton, are there any cotton fields/cotton pickers nearby
From the photo it looks like spider webs. I know you live a long way from zone 5 but here we have very small spiders (you almost cant see them) and they make webs overnight , they are very noticeable on a dewy morning or after a rain.
Have you touched the stuff?
Gardengus: I'm afraid to touch it, it looks like frosty ice, rather than a spider web, even wondered if maybe something was wrong with the plumbing? Especially when I saw the indentations. Here is something that is weird though, when the terminex man treated the stumps and under my house for termites, we noticed all these bees that had black and gray stripes on them, they were non aggressive; but, we didn't find where they were living, he says they are a bee that lives underground, and that is why I don't want to bother them if it's them, as they are great for pollination. I have a habit of telling people not to mess with my spiders and bees as they are beneficial insects.
I want to rule out fungus or something harmful before I go planting trees and flowers though.

I googled on "snake spit" and found it to be a coloquial term for the foam produced by the spittle bug (aka leaf hopper). The pic looked more foamy than your pic did to me, but you might want to check it out. If it's the same stuff, it could be a problem because it is a carrier for a leaf curl disease, apparently.

LiseP: Close but not it, I read that article though. The indentation in the center leads me to believe something is under the ground and breathing though and I need to know if it's a good thing or bad thing, hopefully Terminex will be able to identify it and then I can proceed from there, will give you all an update though and let you know what I find out in case you ever wind up with this problem you will know the answer.
Thanks everyone for trying to help me out I appreciate it.
