CLOSED: CLOSED: Is this a Northern Harrier or Cooper's or ???

This is the pic that made me think it is a Northern Harrier. When I was taking the pictures, I was sure it was a Cooper's b/c of the long tail.

It flew in small, slow circles low over the reeds and road.
