I am hoping someone can confirm this is a Coopers? He is hanging around my feeder snatching doves.

Very likely yes, tho' the pic isn't quite clear enough to see for 100% certain.

If not the Cooper's Hawk, possibly the Sharp Shinned? Scroll down this page to see a lot of views of these two side by side, describing the differences:

Sharp-shinned is the only other possibility, it is definitely an Accipiter hawk. Definitely not Harris's Hawk.
That it is taking doves does rather suggest Cooper's is the more likely of these two, as Sharp-shinneds usually go for smaller prey, only rarely taking birds as large as doves.
