According to free library.com "for best Fertilize when the moon is in Cancer, Scorpio, or Pisces. Use Taurus or Capricorn if needed. Fertilize in third or fourth quarter"
third or fourth quarter... is that waning?
First and second quarter are waxing, third and fourth waning.

That's what I thought. I guess fertilizing during the waning moon makes sense, since that's when you plan root crops and feeding takes place at the root level.
