What is this?

New Port Richey, FL(Zone 9b)

They are hanging all over a screen enclosure (bird cage) and I don't know what they are.They have tiny little pieces of stick and leaves attached to the outside of their bodies .they have been hanging there for about 4 months now .

There's a fair amount of "wingless moths". Ususally female.

Chances are, yours is a Tussock Moth:

(It's not likely to be the dreaded Winter Moth, but they have wingless females also.)
