Tail chewing

You all remember Rosie? An 8 year old black cat I adopted a few months ago? Well, she isn't happy here at all and is chewing her tail. She's lost all of the fur on the end of her tail and it is very raw...her former owner has never called about them, so I'm pretty sure they're my cats now, along with the responsibility that goes with them.
That being said I need your help, thanks to a $1000 oil bill...winter's here, yay...I'm kinda broke. Is there anything I can put on her tail to make her leave it alone? I have Hibitane(sp) and Rawleighs...the vet refuses to give me advice, they have to see the cat, won't even let me take in a swab or sample...everybody else is fine, including her sister. I can post pictures if you all think it might help.
