I received some Hibiscus seeds and I am wondering how long it takes to grow them from seed to a plant and the best way to start them from seed. Thank You,

Hi Marcia, I've never grown them from seed so can't really help you there, but wanted to say welcome to the forum! Do you know whether they're hardy hibiscus or tropicals? I'm not sure if how you would start them is different, but in case it is it might help to know which kind you have.
Here are the names.
HIBISCUS CHABLIS WHITE
PINOT NOIR RED
MOSCHEUTOS SWAMP MALLOW RED I am not sure if these are Hibiscus
Yes, they are all hardy hibiscus, Hibiscus moscheutos. I don't know where you got your seeds from, but frequently named cultivars (which is what 'Chablis White' and 'Pinot Noir' are) won't come true from seed, so they may not look quite how you'd expect. But some seeds from hybrids do end up looking very much like the parent--hopefully someone here has tried those from seed and can tell you for sure. If you bought them from a reputable seed company then there's a good chance they do come true from seed or else they wouldn't be selling them with the cultivar name, but if you got them from a friend or from a trade then you never know.
I got them from a friend does that mean they won't be the right color? At this point I am just starting this seed trading so the seeds I received from the group will be a surprise for me. They came from a person on Daves Garden.
It doesn't mean for sure they won't be the right color, but often people who are trading seeds won't realize that things might not come true from seed so they don't warn you about that (vs a seed catalog would know, and wouldn't sell something as 'Pinot Noir' if it wasn't going to come true from seed). If someone who's actually grown some of these comes along they may know if they will come true or not. Either way you'll get pretty flowers, they just might not be quite what you're expecting.
