I'm not sure if this is where I should be posting this, but I figured I'd start here.
I have a Rosemary sprig that it is really important to me to turn into a plant. It comes from a house my friend had to sell due to divorce and I think it would mean a lot to him to get a growing plant back from the one he had to leave. It’s been in a pot for over two months, it’s still green and supple, but has not put out roots. We’re beginning to get frost.
So, here are my questions in no particular order and the answers to some might answers etc.:
1. Should I put more rooting hormone on it, maybe do something to make it so it can absorb it?
2. Should I take it out of the ground and put it in water for the winter?
3. Should I leave it in a pot outside or bring it in for the winter?
A question on Rosemary
I would bring it in for the winter in a pot that is what I did with mine last winter right before we had a frost.
That's what I was thinking. What about anything to help it root?
Well I did not use anything I just kept it moist but now soaking wet and gave it good light.
Ok, unless someone else has suggestions I'll go with that.
Well mine rooted it took awhile do not know why it took so long but it is now growing and it is getting so big.
zhinu, how cold do your winters get?
If you have a protected area such as a covered patio that may be all you need.
Usually a rosemary in a heated house over winter doesn't do so well, the foliage dries out, they hate that. Remember Rosmarinus officinalis, means "dew of the sea". Humidity is their friend.
If your winter temperature goes below 30 degrees - you will have to winter it indoors.
Rosemary likes soil on the dry side, terracotta pots are an especially good choice.
No need to bring your rosemary inside until the temperatures hang around the 30s. It will be trickier to keep rosemary happy inside. As mentioned it doesn't like dry air and will need 6-8 hours of sun.
If you must bring it in, it would be a good idea to set it outside and spray it down on a sunny winter day now and then, perhaps misting while indoors on a regular basis.

Dovey, that was my concern with bringing it inside, is that it would dry out. We have very wet, mildly cold winters; we will have standing snow at least a couple times over the winter. I'm not worried about my established Rosemary, other than pulling the pot up next to the house, but I am worried about a non-established plant being out during the winter.
Are you sure there are not roots forming?
If you have even tiny roots I would not disturb the plant by unearthing the plant to add rooting hormone and I would not put it in water over winter for fear it may rot.
To encourage root growth try sprinkling some bone meal and watering it in. I'd leave it out for as long as it's safe, check the growth process at that time and make your decision then.
I would leave it outside and wrap it with a piece of fleece (frost blanket) if the temps are going to get near freezing. It's hard to say what the weather is going to do anymore.
