Bay Leaf cuttings should they be done if soil or water?

I recieved these cuttings about a month or so ago from a dg'er and It has been in water since then most of them just did not make it but this one now has leaves and starting to grow what would be the best way to propagate them in water or soil?

DeBaggio's book says he's never gotten them to strike roots in water, but he notes that one time he had cuttings in water for a long time and they didn't form roots but did form little nodules or calluses and then rooted very promptly when stuck in soil mix.

So I'd say treat it like any woody cutting... dust with rooting hormone if you have some, stick it in moist soil mix, maybe add a humidity dome of some sort (plastic bag with a hole for ventilation but keep the plastic off the leaves, and I'm not sure you need that in FL).

Thanks so much I will do that I love to grow as many different herbs as I can and this is one that I want to grow.
