It is not the best picture to make an ID from and we don’t know the location, but notice it clumping at a young age (Echinocereus, Coryphantha)?, but it is defiantly not Sclerocactus sileri.

Marc is right. It certainly is not the best picture (2004) due to low resolution... but that is Utahia/Pediocactus sileri!! (not Sclerocactus sileri from the other side of Kaibab Plateau).
The location is near Fredonia and amongst the plants I visit there every now and then are usually a few with offsets.
1st photo taken in 2008, 2nd + 3rd taken in 2011. 4th photo is a grafted seedling.
