Yes they are! Lots of leafhoppers and treehoppers are good looking bugs, but some are serious pests. Apparently this one is a problem for grape growers - it spreads a bacterium that infects the plants. I only see a few of these but I sometimes have clouds of tiny green leafhoppers.

That plant is a Celosia by the way.
