Brown flower buds - help!

Hi all,
I grew a couple Hibiscus moscheutos from seed that are now three years old. Last year one of the two plants bloomed but this year both plants got small brown flower buds which fell off. Can anyone tell me what is wrong with these? We had a drought last year but I kept the plants watered. This year we've gotten plenty of rain but it's been HOT and I haven't watered much. Any ideas? Any way to get blooms out of these this year, like maybe cut them back now? Thanks!! -Laurie
