It's Phlomis. I haven't ever grown it, but I like it too.

I have been growing this for many years & initially thought it would not do well with the winter wet. I was wrong - it is almost maintenance-free, as long as it gets lots of sun & the soil drains well. Very atypical of what is generally planted, and because of this, stands out well.
Does well as a companion to Perovskia, Caryopteris, Baptisia, Roses, Berberis, ornamental grasses, and Coreopsis, among others.

I saw a huge patch of it (kind of like your picture, zhinu'smom) at a community garden patch last weekend.
