XPsp3 took away the address window on task bar!

I did the update today when I got the message- turned out is was sp3, and it removed the option of having an address line down in the taskbar (which I use a lot)I tried a workaround after googling it- didn't fix it, so I went into safe mode and did a system restore (that is the only way my computer will do a restore- otherwise it fails.) After doing this I just randomly went into c:windows, and saw all this garbage (see screenshot)- can all that stuff in blue be beleted? They all seem to be uninstall files-? and since they all start with a $- what do they do? There are many dozens on the list. I can't send the photo- there is no place it attach it! Never had that problem before! Maybe after I close out and come back I will have it- The nasty gremlins are at work today!
