hello and welcome to daves garden from upstate new york.
we have a fellow here on daves garden that is from osaka japan and is in zone 9b. he usually is active in the container garden forum but i haven't hear from him in a while. i checked and he is still around. his screen name is tomtom. he posed some unforgetable pictures of his rooftop container grden and i remember he was even growing grass right on the roof.

Welcome to Dave's. You know it's best to plant grass seeds during the rainy season in Japan and most of the garden shops here can help with your choice
for year round green grass. I get most of my garden needs from Mr John's Gardening which is located in the central southern part of Aichi Prefecture.

Your fellow Japanese gardeners can probably advise you on feasibility in terms of climate etc... but with your description of sandy, well-draining soil on a small lot, I'm wondering if you've considered something other than grass for your lawn. An herb such as creeping thyme or chamomile would be beautiful and would give you scent and blooms as well as "green." Herb lawns do tolerate some foot traffic, although not as much as traditional grass turf, so it would depend on how the lawn was situated and how you planned to use the space. I just thought I'd toss an other suggestion out there for you! :-)

Welcome to DG. Looks like you have already formed a bond here. My son and Daughter-in-law lived in Ojiya in the Niigata prefecture for 2 years. I have visited twice and hope to return one day with them. The country is beautiful and the gardeners take great pride in growing things.
