Hi Dana-
Here are some off the top of my head that I've used:
blue star creeper
little star creeper
elfin thyme
sedum acre 'utah'
mulligan mint
corsican mint
scotch moss
irish moss
erodium reichardii 'flore pleno'
dwarf armeria maritima 'ruby'
dianthus 'tiny rubies'
bellium minutum(mini daisy)
leptinella(several differnt kinds)(look like mini ferns)
sedum 'blue ridge'
mini keilworth ivy

pretty much go to the stepables website, or jeepers creepers, and they have tons of tiny groundcovers. Also check out Miniforest.com. They have some neat stuf, too, including lots of the tiny trees
