Waterfall Build Question

Kearney, NE(Zone 5a)

I am in the process of building my waterfall. Do you have to use a mortar? I had bought waterfall foam but have been stacking rocks and they seem pretty sturdy. Maybe not for climbing on but I don't think my cat would knock them in if she stood on them. I would use the foam but I change my mind so much I'm sure I will want to change rocks around as time goes by. What did all of you do?

Mine are mostly stacked with some foam. Everything has held up really well ( 7 years). As long as the foundation ( dirt or whatever) won't shift or sink, a tight stack, with foam where needed, is sturdy even with our freeze and thaw cycles.

I've already put a few fish in the pond but might drop the water level to add some foam. I'm just not sure about rock placement yet. I already had my smallest sarassa trying to jump the waterfall like it was a trout:) I won't tell you how many times I've fished him out of the skimmer already...

Mine are just stacked. No foam or anything. Over the years, I have re arranged and re stacked rocks.
