Do you prune by 1/2 after its first bloom period?

After it started growing this spring, I pulled off all the old dead stuff from the trellis, so I guess I actually pruned it.

Here's a pic from this morning. We had a bad thunderstorm with lots of wind on Wednesday morning and Dr. Ruppel has been looking so good since. Told my husband it looked like plucked chicken.
