Question abou mailing Epecia stolon's

I was wondering if I need to root them and then send them in pots or can I wrap them in wet moss, then wrap in plastic. Since that is one way to root, I thought that might work.

You can put the cuttings in a ziploc bag with nothing else and they will travel fine for a week. I've had more rot issues when they are put in a bag with wet paper around the cut.

Another option is to use a little long fiber sphagnum around the cut, but first squeeze as much water out of the sphag as possible. Really squeeze well.
