Thelocactus (Thelocactus leucacanthus subsp. schmollii)
This certainly is not a Th. tulensis. (except the part of the plant at the right edge of the photo). It looks rather like Th. leucacanthus v. schmollii or ehrenbergii.

When comparing it to the photos in the Thelocactus leucacanthus subsp. schmollii entry, they do look very much alike to me. http://davesgarden.com/guides/pf/go/75743/
