Are potatoes annuals or perennials? Are they tropical? I never heard of a wild potato or one that came up next spring.

Potatoes are annual. You plant. You dig. You eat.
If you are talking about sweet potato vine which is ornamental, it also is an annual here. You could dig it and bring it in I think and try to winter it over. I usually don't bother and just buy new ones each spring.
I used to have a yucca at my city house. I loved it for a while but then it stopped blooming reliably and I fell out of love with it. Took a lot of digging to remove it since it had roots to China. If you leave just one little piece behind it will pop back up. I don't recall the variety I had but it would put out tall spikes of white flowers. I think it needed dividing but it was just to tough for me to get in there to do it. Very striking if placed properly.
