Was looking through this plant's photos with someone who works for the forest service up in Washington state, who knows her pines pretty well, and she was certain this was not a Black Pine... I am no expert, but if you have any doubts, you might ask some of the conifer types what they think. I realize it is heavily trained and extremely atypical for the species, but perhaps a black pine can look like that eventually. I am moving two of my incorrect photos from this page right now, too, so i thought I would mention it (both she and Resin scolded me for my errors already).

Just a WAG, but I'd suggest that it could very well be a Japanese Black Pine (Pinus thunbergii) - given no other information than this one image and the location it is cultivated.

I vote for getting more closeup images of the original plant.
