Can I plant my Plumeria's in the ground for the summer and bring them in the winter ?

Where are you located? Many people in Texas do this every year, the answer is yes.

Yes in the Florida Panhandle as well. However they really don't like temps below 50.

I'm right on the N E Florida State line.I uess what I am worring about is when it rains that they will rot ?

Rain and cold at the same time is what you want to avoid. It sounds like you are a good candidate for the 'Texas method'. Plant in early spring when all danger of frost is passed, and dig them up and store bareroot around thanksgiving.
