touchpad question

If you have a laptop with a touchpad and want to use a usb mouse, is there some way to tell the laptop to defer to the mouse? It recognizes the mouse is in the port, but it doesn't control the cursor. And if there is a way, how do I reverse it and return to the touchpad when necessary? XP. Thanks.
