Well I just found out from the USDA that sending a few dahlia tubers as a gift to Alaska with no soil still requires a Canadian Phytosanitary Certificate. Good thing I checked as I thought small soilless personal gifts would be ok. It makes sense though because of the disease associated with bulbs and tubers. Anyhoo just thought I'd post this as a heads up.
