Someone who operates a hydroponic supply store told me that you should always cut off brown or yellow dying leaves from veggy plants especially tomato and curbits. This is to encourage new strong growth instead of trying to work on the damaged leaves.

I always do it. Same reason I pinch of the flowers of new transplants.
I agree, esp[ecially with tomatoes. Why have the poor babies spending their energy on something that won't amount to a doggone thing???
A very good practice indeed but the dead and dying leaves could also be the onset of a virus !! For safety sake use a container with a strong bleach solution or another kind of disinfectant. Wash your cutting tool after each plant as to not spread the infection. However, even at that, there are no guarantees as to 100% disinfecting....
