Fertilizing seedlings

Hi,
I have a question about fertilizing seedlings. I started seeds a month or so ago and was wondering when to start fertilizing. They range from 1 inch to about 1 foot in height. I started them at the wrong time I think, but they are growing. They are in the red plastic cups. When to transplant to bigger containers and when to start fertilizing. I also have 3 cuttings a generous DGer sent me, growing in the cups. I seen to be fertilizer illerate.
This may have already been addressed a dozen times but I would really appreciate your help.

For the very small ones, I would wait until they have their first true leaves. Then fertilize with quarter strength fertilizer. Use half strength for the slightly bigger ones and fertilize the 1 footers with full strength fertilizer or pot into a gallon pot. Wait until they are established in their new pot. Then fertilize. Just about any fertilizer will work except the slow release ones. The fertilizer is released too slowly to suit Brugs. They are big fertilizer hogs when growing actively.

When you see roots coming out the bottom of the cups.. you can go directly to a 1 gal pot.. then when the roots come out of there.. you can go to 5 gal..

It's very hard to over fertilize brugs if they are active and growing well... I don't fertilize much if any till they are in 1 gal pots... just cause I get lazy.. not for any growth related reasons. :)
