blocking noise

Not sure where this problem goes but Im thinking a person with the technical information of this forum might have an answer.

My neighborhood has suddenly become so noisy that it is affecting the quality of my life. I live next door to a 50 unit project. I am in an uninsulated historic house.
The project is at a lower level than me. I have concluded now that the noise is coming from multiple sources within the project but by the time it travels up the hill it is converted into some kind of pervasive sound/vibration that is very annoying. Starts at about 4 am. and continues to way past my bedtime.

Ive already contacting the Housing Authority, the police and the mayor. They don't hear anything unusual within the project. Ive also walked the neighborhood to see if it may be coming from another source.

So my question is would noise cancelling earphones help with my problem?

Ive seen the Bose commercial, but an online search indicates Bose is the most expensive but not the best way to deal with blocking sound.

Any suggestions anyone?
