any restrictions sending seeds from US to Canada?

I have gone round and round searching for an answer to this, I am going to send seeds in a trade to Canada in a bubble envalope, are there any laws against that?

Yep, there are laws. No agricultural products across the border that haven't got the right paperwork.

That said, as long as you don't label them as seeds, you're not likely to get caught

Overall information on plant and seed imports including the automated AIRS system which gives specific information on type. Shrub & Tree seed imports require phyto cert, import permit (depending on country of origin).

No, it's not illegal to send small lots of seed into Canada. If you read on the link above, under Exemptions, it states:

Quoting:
Certificates of analysis and import declarations are not required for lots of herb seed that are 5 kg or less, or for flower seed, tree or shrub seed, true potato seed, ginseng, seeds of aquatic plants or onion/garlic multiplier sets.


Since you are sending flower seed of unsignificant weight, you are exempt from any forms. Even at the post office, packages don't require a declaration sticker to declare the contents of the package, but some postal workers think they do. If you get one of those, you just need to write 'flower seed' on it.

If you are really worried about doing it correctly, you could even include the above paragraph inside the envelope, it wouldn't hurt, but isn't necessary.

It is, however, illegal for Americans to receive seed from anywhere outside the U.S.

Well, that paragraph is interesting, for sure.

I have had the few seeds I've tried to bring home, that I got from friends, taken from me at the border under the non-importation of ag products generality.

Is this exemption relatively new?

It depends on country of origin and how much the officer at the border knows. If you had a printout of the above and know it well, stated it to the officer, it would probably be examined in the office if there was question, not taken from you. It also depends on what plant seed - ie. Berberis are a no-way.
