I am not sure what to do about this problem since it is a host plant....help please!

Those critters will infect other nearby plants too. I had some on a brug and literally picked off each one by hand and dropping it into a cup of alcohol.
I've read where ladybugs eat them so you might try ordering a stash of those beetles and turning them loose on the infected plant. Elsewise perhaps you can trim down your pipevine and then pick off the scale left on the remaining plant?
Or guess if it's winter and there are no butterflies looking to lay eggs on it you can try a soapy spray or one of those orange oil type insecticides to get rid of them. Give it a couple of days then try again and remember to rinse off your vine to remove as much residue as possible to that by the Spring time your vine should have new growth and the spray will have worn off by the time the butterflies come around.
