help identify vine in Houston

Hi Folks,

I drive by this vine covering a long, short fence. I cannot recall a time it was not in bloom. Can someone idenitfy this for me?

Thanks, I thought that was the case. I thought they would die back more in the winter, even here inside the loop in Houston.
