Is angelica perennial? I have read that it is and that if it flowers it isn't. Right now, I have 2 plants in flower and one that hasn't flowered yet. Do I not let it flower to have it return next year?

Angelica is a biennial.
Its true that if you cut the flowers before they have a chance to bloom then you can keep the plant for another year and this is true for many biennials. They will only live for 3-5 years on average like this and since angelica is a prolific seeder its not really necessary if you want to keep them in the garden.
