My Plumeria is about two feet tall and sometimes the bottom leaves turn yellow and drop off. Is this normal as they grow taller ?

Yes, it is normal for this type of year. They will drop all their leaves and go dormant for the winter and should be brought in and protected before the temps get much below 40.
Si even when I bring it inside it will still go dormant ? I just rooted it last winter so how do I care for it indoors ?

If it doesn't have enough heat and light, it will go dormant inside as well. If you want to keep it growing and blooming, you will need to provide supplemental light and heat. For more information, there are some good threads on overwintering in the Sticky Thread that go into more detail concerning what some members here do. Michael (Malestrom) keeps his growing throughout the winter in his basement in PA; GordonHawk has his plumies in his apartment in New Jersey. I believe the threads go into some detail about supplemental heat and light. Otherwise, the other threads have details about where and how to store them in their dormant state for the winter. Most just store them in their garages or spare rooms, I think.
